Infrastructure Development Investment Program for Tourism - IDIPT (UK), India

Program Background & Description

The Infrastructure Development Investment Program for Tourism (IDIPT) targets enhanced economic growth and provision of livelihood opportunities for local communities through tourism infrastructure development with a focus on preservation and development of natural and cultural heritage and incidental services. The Program supports the state of Uttarakhand to develop the tourism sector as a key driver for economic growth.

Objectives

  • To provide livelihood opportunities for local communities through tourism infrastructure development, with a focus on preservation and development of natural and cultural heritage and incidental services.
Background of Sub Project 

The proposed sub-project component targets enhancement of livelihood opportunities for local communities through tourism sector development with a focus on preservation and conservation of natural and cultural heritage in subproject areas. The sub-project supports the rural and urban areas of Uttarakhand for community up gradation through tourism sector activities. It is proposed to carryout community up gradation activities in 70 (approximately) Villages and 04 Towns divided into 15 clusters covering 12 Districts of Uttarakhand, where the Tranche-2 infrastructure works are ongoing and proposed under IDIPT Uttarakhand. The villages/panchayats/towns are located around sub project sites and grouped into clusters, where community based institutions can be constituted to participate in project activities, to get benefited through tourism sector development in the region.

The Project Management Unit, IDIPT has selected Institute for Development Support (IDS) as a State level program NGO for Community Participation, Livelihood Promotion and Capacity Building under IDIPT Uttarakhand”.

The Department of Tourism of the State government is the Executing Agency (EA),  of the subproject and will be responsible, through its Project Management Unit ( PMU) for overall strategic guidance.

Sub- Project Area

The subproject will focus the interventions in all sub-project sites and the nearby vicinity covering approximately 70 in 13 Districts (Dehradun, Uttarkashi, Chamoli, Pauri, Rudraprayag, Tehri, Haridwar, Nainital, Pithoragarh, Almora, Bageshwar, Champawat and Udham Singh Nagar).


List Of Villages



A list of 70 villages was selected after due consultation with PMU/ PIU and Cluster Organizers in all the 13 districts of Uttarakhand state. The villages were selected keeping all aspects of tourism based livelihood promotion activities. Though, there are many weakness and gaps seems at primary level will be sort out after conducting awareness and FGD activities. The list of selected villages is given below in table-1

SUB-PROJECT COMPONENTS

Institutional Development

1. For developing village level institutions following activities will be under taken.

a- Collection of baseline information through primary and secondary sources, like conduction of survey, focus groups discussion, informal interaction and reviewing previously prepared documents and submit the Inception Report.

b- Identification of Local Volunteers and existing groups, formation of new groups or strengthening of existing groups viz. Women Self Help Groups, Youth Groups, Tourist Guides, Cultural & Heritage Societies, Volunteer Groups, Village Panchayats, Temple Committees, Village Level Committees, etc.

c- Strengthening local panchayats to ensure their active role in the program activities. Like Environment & Heritage Conservation, Livelihood Promotion for Urban & Rural Poor, Marketing and Promotion of local end products.

Public Participation, Awareness Generation and IEC activities

2. Facilitate sub- project activities in the field. The NGO will prepare print grass-root IEC material and facilitate these activities in the field in such a way, so as to portray positive and contributory image of the project. Program activities need to be facilitated in a balanced manner in community and media. The NGO will take PIU and PMU in loop or take permission if required before disclosing any information among multi-stakeholder to avoid any conflict and wrong information flow in the field.

Livelihood Promotion & Entrepreneurship Development

3. Identification of local resources and possibilities to start micro enterprise within the group in light of tourism sector development. Trade wise group formation and facilitate series of skill development training program at every stage of entrepreneurship development. To up-scale enterprise generating cash incomes and to introduce new income sources. Improve access to market through a value chain approach and the provision of physical infrastructure for market access. The value chain approach involves market/subsector studies, introduction of new technologies, market linkage, skill development, product development and promotion, physical infrastructure for market access. The subproject will improve access to employment through tourism and allied activities. Measures shall be taken for employment of trained beneficiaries. The NGO will also help the village institutions in value addition and market linkage support.

Capacity Building of Multi-stakeholder

4. The field level capacity building activities, trainings and workshop to orient multi stakeholders on various aspects/subjects. Field level disclosure meetings, skill development trainings through convergence are an important role of the NGO. Training need assessment and identification and formation of trade wise/ sector specific groups for capacity building and training as per program requirements will be the major task of the NGO.

5. Note: All structured skill development trainings and allied activities will be covered under separate plan and budget provisions through PMU with facilitation of NGO

Coordination and Networking

The NGO will act as a link between project units (PMU and PIUs), consultants (DSCs and PMC), contractors, line agencies, district administration, local government (Panchayats and ULBs) and community. Convergence with other schemes and departments will also be an important aspect to save duplicity of works for community up gradation. Facilities and govt. schemes to be linked with laborers involved in program construction activities for health hygiene and Anagnwadi and Balwadi etc.
